The Treaty of Lisbon on December 3, 2007.

a practical example? Suppose that Turkey is part of the European Union and that of training Kurdish fighters, located in Iraq, the Caucasus or nationalist organizations, go through an armed aggression on its territory. In this case, all EU states would be required to provide assistance by all means, coordinated and guided by the Council (a new institution of the European Union, made up of ministers from each EU country).
The Treaty provides for the obligation to aid the occurrence of a war, but the occurrence of armed aggression on the territory of each State State of the Union. An armed aggression can also be a terrorist attack, which is certainly not a laughing matter, but it has not even the gravity of war.
And likewise, even in times of international crisis, the EU Member States, the European Union should make part of their armed forces for crisis management, as decided by the Council.
But here things start to get complicated for the Italians. Why Italy rejects war as a means of settling international disputes.
The reference to UN regulations to limit the armed conflict is made only in the event of aggression against a Member State of the Union European Union, while for the rest of the European Union is based on the principles of the UN, not the rules of the UN treaty. Which means that it can act independently of the resolutions adopted or not adopted by the UN Security Council.
And this seems to contradict the principle of the Italian rejection of war as a means of settling international disputes, that is of international crises. Although the UN Security Council authorizing military intervention in any part of the world, Italy, which joined the UN treaty, act (and if you can if you wish). But if the Council, without a UN authorization, to decide military action somewhere the world, for reasons of security of Member States of the European Union, Italy is supposed to do, since in any case should make available some of its Armed Forces? In other simple words: it was repealed Article 11 of the Italian Constitution and no one noticed it?
